An examination of the federal public service, should be required reading for anyone aspiring to such service. It must be the most demoralizing job. All promotions are in Ottawa/Gatineau regions....front line workers are first to be laid off; yet policy wonks stay, and stay and stay. 42% of Canada's Federal civil service is in National Capital Region; no other country is like this: France, has 21.6% in Paris, UK has 17% in London, US has 16% in Washington. Knowledge of ones department is secondary to 'spinning information' and saving reputations, and preventing 'gotcha news". Depressing place to work for sure. Two types: the workers, and the coffee klatchers.
